Evelyn is a Manager at NineSquared with demonstrated experience in problem definition, governance advice, strategy development, planning and assessment, and evaluation and review. A strategic thinker, with strong communication and project management skills, Evelyn is skilled at bringing together evidence and synthesizing ideas, to tell a clear and compelling narrative and deliver a strong argument, helping clients to solve their problems.
Evelyn holds a Bachelor of Political, Economic and Social Sciences (Political Economy and Anthropology) from the University of Sydney and is a member of the Australasian Transport Research Forum (ATRF). She has worked on several plans and submissions for Government departments including Transport for NSW, the National Heavy Vehicle Regulator, and the Office of the National Rail Safety Regulator.
Evelyn’s recent experience includes work for the National Transport Commission to develop a Regulatory Impact Statement for changes to the Heavy Vehicle National Law. Further, she played a highly influential role in undertaking the 2021 Statutory Review of the National Transport Commission.

- Managed work for the National Transport Commission to develop a Regulatory Impact Statement to inform three key policy changes to the new Heavy Vehicle National Law.
- Defined the problem and established the case for change in a program business case which demonstrated a strong case for investment in Bondi Wastewater System Reliability Investment Program.
- Managed work to conduct a study of freight in Western Sydney for TfNSW.
- Played a key role in conducting the 2021 Statutory Review of the National Transport Commission.
- Undertook an independent economic review of a capacity expansion project for a major Australian port operator.
- Assisted in the assessment of the costs and benefits of the National Regulatory Model applied by the National Heavy Vehicle Regulator.
- Assisted in the development of a strategic business case to demonstrate a robust case for investment in a new form of water management across Mamre Road and the Aerotropolis Initial Precincts in Western Sydney.
- Collaborated with PwC to undertake a detailed freight data framework to improve the sourcing, analysing and sharing of freight data within Freight Victoria.
- Prepared a Regulatory Impact Statement for policy mandating in-cab video and audio recording devices for the Office of the National Rail Safety Regulator.
