The Department of Transport and Main Roads (TMR) identified the need to enhance cyclist safety and connectivity along Moggill Road, a key strategic arterial route in Brisbane. The corridor had limited dedicated infrastructure for cyclists, leading to safety concerns and a history of accidents. TMR engaged AECOM and NineSquared to conduct an economic analysis of the preferred option for delivering a cycleway along Moggill Road.
NineSquared was commissioned by AECOM to undertake an economic analysis of the preferred option for delivering a cycleway along Moggill Road as part of a broader business case. The analysis drew on cost-benefit analysis (CBA) principles from various guidelines, including the Australian Transport Assessment and Planning (ATAP) Guidelines and Infrastructure Australia’s “Guide to economic appraisal.” The economic assessment was underpinned by the TMR Active Transport Economic Appraisal Tool, which estimates the economic costs and benefits of investment in active transport infrastructure.
The economic analysis involved a detailed cost-benefit analysis (CBA) to evaluate the economic viability of the proposed cycleway. This included assessing the capital costs, maintenance costs, and potential benefits such as reduced travel time, improved health outcomes, decongestion, and improved safety outcomes. The analysis also considered the social and environmental impacts of the project, including the potential reduction in greenhouse gas emissions and the improvement in air quality.
The results of the analysis indicated that the preferred option for the cycleway would provide significant economic benefits. The analysis showed that the benefits of the project, including improved safety for cyclists, increased cycling activity, and enhanced connectivity would have material impacts on the corridor.
Based on the results of the analysis, NineSquared provided a range of recommendations. The recommendations included implementing measures to enhance cyclist safety, such as dedicated cycling lanes and improved signage. NineSquared also suggested ongoing monitoring and evaluation of the project to ensure that the anticipated benefits are realised.
