Goodna Park ‘n’ Ride and Bus Interchange Upgrade

Background

Goodna Station is an important public transport interchange on the Ipswich rail line, providing connections between rail, bus, park ‘n’ ride, kiss ‘n’ ride, taxi and active transport access. The existing facilities presented several challenges, including non-compliant accessibility arrangements, limited pedestrian and cycling access, poor customer amenity and safety concerns associated with the interaction between buses, pedestrians and private vehicles.

The proposed upgrade focused on improving the facilities to the north of the station. Key elements included:

• accessible bus interchange facilities
• improved bus–rail connectivity
• additional bus operational flexibility
• better pedestrian and cycle facilities
• improved park ‘n’ ride circulation, and
• safer movement through the station precinct.

Our role

NineSquared was engaged to undertake the economic analysis for the Goodna Park ‘n’ Ride and Bus Interchange Upgrade at the Business Case stage. The analysis provided decision-makers with an understanding of the economic costs and benefits of the preferred option and helped identify the extent to which the project addressed customer, accessibility, operational and safety issues at the interchange.

Our work included developing the data request, economic methodology and cost-benefit analysis model. Given the project involved a bus interchange and station access environment, the approach required a tailored methodology to assess impacts such as passenger travel time, reliability, station amenity, walking distance changes, bus operations and active transport access.

The assessment drew together project costs, customer experience evidence, patronage information, operational inputs and transport appraisal guidance into a clear economic framework. This helped the project team understand both the monetised outcomes and the broader qualitative benefits associated with improving accessibility, safety and customer experience at Goodna Station.
