Rail Interoperability Decision Making Framework

Background

To address key problems facing the Australian rail industry, the National Transport Commission (NTC) has developed the National Rail Action Plan (NRAP). Improving the interoperability of rail systems is a National Cabinet Priority tasked to Australian Transport and Infrastructure Ministers. Ministers have agreed on the need for reforms in five priority areas to improve rail interoperability, including codifying a small number of critical national standards and rules and streamlining rolling stock approvals.  

Our Role

NineSquared and Tasha Prabhakar Consulting were engaged by the NTC to provide governance advice on how an Interoperability Framework could be designed and implemented for the Australian rail industry. The project involved developing a proposal for reform setting out the case for change, current decision-making processes in the Australian rail industry, options for improving interoperability in Australia, and recommendations for how the Interoperability Framework could be established.  

The work involved 

• Analysis of the roles and responsibilities of different entities in the national rail market 

• Review of projects being delivered as part of the National Rail Action Plan 

• Development of options for improving collaboration and information sharing among key entities involved in managing the national rail network 

• Support for implementing new governance arrangements
