Background
Sydney Water’s Major Projects Division is responsible for investment planning for a number of major infrastructure upgrades and new developments across Sydney. The scale of the planned investment far exceeds historical levels and required assurance as part of the Infrastructure NSW (INSW) Gateway Process. Projects included:
- Upper South Creek Advanced Water Recycling Centre
- Mamre Road and Aerotropolis Precinct Integrated Stormwater and Waterways
- Bondi Reliability Investment Program
Projects involved a wide range of proposed infrastructure investments including:
- New water treatment and reticulation systems
- Storm water treatment using innovative approaches
- Refurbishment and upgrade of existing operational plant and system assets
Our Role
NineSquared was engaged by Sydney Water to assist in the preparation and review of both Strategic and Final Business Case documents at various stages across the projects. As part of the development of the business cases, it was vital that the investment rationale was articulated clearly and succinctly but without loss of technical detail important to convey the complex nature of the systems and assets involved. NineSquared’s role included:
- Development of the Case for Change, including service need and identification of benefits – this involved review and appraisal of any work already undertaken on the projects, which was largely technical in nature, and refinement of this content to produce compelling and succinct justification for investment
- Options development and assessment involving a number of stakeholder workshops and development of a scoring mechanism through Multi-Criteria analysis
- Drafting of the business case documentation involving liaison with technical Sydney Water staff and external consultants to collate input and ensure robustness of the information
- Review and refinement of technical information to ensure clarity and readability suitable for a wide audience with differing technical aptitude
- Co-ordination of appendices and supporting technical information
- Preparation for INSW interviews and presentations
All documentation was finalised within the required timeframes and passed through internal assurance and governance processes. All business cases were reviewed by INSW and passed through to the next Gate in the assurance process.
