Richard Steer

Richard is a Manager at NineSquared with experience in project and program management and assessment, public policy and financial analysis. At NineSquared, Richard has gained assurance experience including Gateway Reviews for Infrastructure Tasmania for social infrastructure projects and supporting the Australian Government on major road and rail projects and programs (under the auspices of the National Infrastructure Investment Program).

Richard has also provided project management services for the ACT and Queensland Governments for Transport Projects, using his expertise as a program management expert and Managing Successful Programs MSP Facilitator Training (Practitioner).

Prior to joining NineSquared Richard held senior positions with the Queensland Government, Including the Group Manager (Strategy and Performance) and Retail and Sales Manager for the Translink Division in the Department of Transport and Main Roads.  In these roles Richard advised government on a range of public policy and financial areas.

Select Project Experience

• Streamlining rolling stock approval processes paper – undertake extensive stakeholder engagement and analysis to develop a deep understanding of the problems and inconsistencies with the current approval processes across networks, and then explore and test options to resolve some of these challenges.​
• Ecotourism Business Case – contributed to an Ecotourism Business Case for commercially guided tours and engaged with Traditional Owners to understand their aspirations.
• Health Check in Delivery (Gateway Review) of the Tasmanian Government’s New Youth Detention Centre – Review Team member of a national and international team conducting a Health Check review for Infrastructure Tasmania of a proposed New Youth Detention Centre.
• Health Check in Delivery (Gateway Review) of the Tasmanian Government’s Northern Correctional Facility – Assisted the lead reviewer and review team members in undertaking a Health Check review for Infrastructure Tasmania of the proposed Northern Correctional Facility.
• Governance Support to the Northern Rivers Reconstruction Corporation (NRRC) – provided technical advice/support to the executive and governance team of the NRRC’s Resilient Homes Program and Resilient Lands Program to review and update/uplift existing governance frameworks and control structures and develop a benefits management framework.
• Assurance & Technical Advisor – Inland Rail Interface Improvement Program – provide assurance and technical advisory services to deliver best practice gateway/assurance infrastructure assessment processes for the Inland Rail Interface Improvement Project. This three-year, $44 million program investigated opportunities to support more productive rail-based supply chains at regional centres and help build capacity on key country rail lines.
• National Infrastructure Investment Program – Governance Framework for Annual Risk and Assurance Reviews – Developed a governance framework for the $120 billion National Infrastructure Investment Program’s annual Risk and Assurance Reviews.  The Framework developed by NineSquared sets out the principles and process for review of program risks and is part of the Department’s Enterprise Risk Management Approach.
• National Infrastructure Investment Program – Annual Risk and Assurance Reviews – Conducted two annual cycles of risk and assurance assessments for selected road and rail projects funded by the Australian Government’s National Infrastructure Investment Program.
