Byron is an accomplished economic and financial consultant with over 10 years’ experience in both commercial and government projects, primarily within the transport and health industry. His expertise includes business case development, financial and commercial analyses, cost-benefit analysis, financial modelling and risk assessment. Byron holds a Bachelor of Business with a double major in International Business and Economics and a Post Graduate Certificate in Applied Finance, both from the Queensland University of Technology. He has a proven ability to support complex decision-making processes through rigorous analytical frameworks and data-driven solutions.
As part of Byron’s continuing development in financial analysis best practice, he is currently completing his Masters in Applied Finance and Economics and recently completed Mazaars’ Best Practice Project Finance Modelling course.
Selected project experience
- Beenleigh and Townsville Courthouse/Watchhouse and Police Station – As part of the Detailed Business Case, Byron led the financial and affordability analysis of the Beenleigh and Townsville Courthouse/Watchhouse and Police Station project for the Department of Justice and Attorney General.
- Cairns Health and Innovation Centre – Byron led the development of the financial and affordability analysis for the proposed Cairns Health and Innovation Centre DBC. The project aimed to aid in relieving capacity pressures at Cairns Hospital while also providing a world-class interdisciplinary technology-focussed, state of the art precinct for health education, training and research
- Rockhampton Hospital Emergency Department – NineSquared were engaged to undertake both the economic and financial and affordability analysis for both the PBC and DBC. Byron led the financial and affordability analysis which was underpinned by the development of a Discounted Cashflow Model
- Roads to Recovery Federal Funding Program – The Roads to Recovery (R2R) Program supports the maintenance of the nation’s local road infrastructure asset, which facilitates greater access for Australians and improves the safety and economic and social outcomes. Byron Developed an excel based dashboard for assessing the impacts of the scheme.
- Toowoomba to Warwick Pipeline – Opex model review and rebuild – Byron led a review into Seqwater’s variable operational expenditure models which compared the modelling approach to best practice. The two models were rebuilt into a single integrated model with additional functionality and fit for purpose outputs.
- Brisbane Valley Highway Realignment – NineSquared was engaged to conduct the economic and financial analysis of the Brisbane Valley Highway Realignment Project. This project was established to explore options for permanently relocating highway traffic from the dam wall. Byron led the peer reviewed financial and affordability analysis
- New Zealand Ticketing Business Case – The New Zealand Transit Authority engaged NineSquared to develop a public comparator for the procurement of a national public transport ticketing system. Byron was responsible for the risk adjusted financial modelling (Discounted cash flow model) of the procurement options.
- Mobility as a Service Commercial and Revenue Model – As part of the Department’s exploration into potential models for MaaS NineSquared were engaged to develop the commercial and revenue model. Byron developed the revenue model which considered various application approaches.
