Winona Emery is a senior analyst at NineSquared. She has extensive data analytics and modelling experience, and programming skills in a variety of languages including Python and R. She has experience in development of MCA and analysis using mapping software QGIS. Winona’s expertise includes data-based problem solving and insights, utilising both a strong technical background and a range of relevant experience applying these skills to real projects. She has a Bachelor of Mathematics (Applied and Computational Mathematics) from Queensland University of Technology. Prior to joining NineSquared, Winona was a graduate data scientist at the Australian Taxation Office, where she gained further analytics skills and project experience.
She has worked on a number of projects including work for the National Heavy Vehicle Regulator, Transport for New South Wales, and Ports Victoria. This has involved extensive stakeholder engagement, survey creation and distribution, spatial analysis, and project management.
Recent experience
- Independent safety governance framework review for a major Australian port, comprising stakeholder engagement, risk assessment, and a multi-criteria analysis
- Management of a project to develop a regional Transport Strategy for a forum of local councils, including contextual analysis of the region and assessment of the previous Strategy, to aid in the development of prioritised transport actions
- Assisted in the preparation of socio-economic assessments for five different water planning regions, including the Logan, Gold Coast, Condamine-Balonne, Border Rivers-Moonie, and Moreton catchment areas. This work included demographic analysis and assessment of the outcomes of each water plan
- Ongoing review of a government road safety program, including extensive stakeholder engagement and data analysis. Winona also developed, distributed, and analysed a survey as a part of the program assessment
- Contributed to the development of the Victorian Freight Strategy, specifically in the creation and refinement of Key Performance Indicators for the strategy goals and actions
- Development of an enforcement asset strategy for a heavy vehicle regulator, based on a multi-criteria analysis
- Development of a remoteness index based on the generalised cost of travel to classify transport needs in remote and regional towns in Australia for the Queensland Long Distance Transport Strategy Project
- Analysed airfare price data to inform decision making about airfares charged to customers in regional centres for an Australian State Government.
