NineSquared’s Steve Richards led a Gateway Review for SINSW and INSW on the detailed business case for the proposed Chatswood Education Precinct. This major school development proposal involves new construction and significant refurbishment of the Chatswood Public School and Chatswood High School sites to meet future demand growth. Further, this project will also ensure fit-for-purpose facilities to align with the NSW Government’s Futures Learning policy.
Steve’s role as Review Leader was to guide the expert team in assessing the service need (i.e. demand analysis), the value for money assessment, and the economic assessment. For the latter, Steve was instrumental in advising the Project Team to recast their economic appraisal to align with the NSW Treasury Cost-Benefit Analysis Framework for School Investment, particularly the need to include the economic benefits from improvements in play/open space.
This project example demonstrates our ability to undertake assurance reviews of complex school development proposals, particularly the economic appraisal.
