Steve Richards led the development of the Western Australian Government’s detailed business case and successful Stage 4 funding submission to Infrastructure Australia for the $2 billion Forrestfield Airport Rail Link. Nominated by Infrastructure Australia to be on the national Infrastructure Priority List of nationally significant investments, this new commuter rail link is currently under construction and will provide a fast connection between the Perth CBD and the Airport and significantly improve accessibility to public transport in Perth’s east metropolitan region.
Steve’s role was to manage the development of the full business case submission to both the Western Australian Government and Infrastructure Australia. In addition to preparing a project management plan for this work, Steve authored several key chapters (including problem identification and options analysis) and provided guidance to project team members on technical inputs required to complete the successful business case report. Also, Steve assisted WA Government Representatives with the funding negotiations with Infrastructure Australia to secure the Australian Government’s $494 million funding contribution outlined in the Australian Government’s 2016 Federal Budget.
