In 2010, Ben Ellis was the lead economist for the planning study of the Gateway Motorway Upgrade between Nudgee and the Bruce Highway.

Ben led the development of a cost-benefit analysis to assess the potential options to upgrade the Gateway Motorway from the Nudgee Intersection to Bracken Ridge. The objective of the project was to reduce congestion and improve safety. The options assessed in the cost-benefit analysis included lane widening on the existing alignment, new off-line solutions and options were considered under tolled and non-tolled scenarios.

An Infrastructure Australia submission for the project was developed and the Federal Government contributed around $1.0 billion to the project’s overall cost of $1.3 billion in 2013.

Work is expected to commence on the project in late 2015. Transurban is overseeing the procurement and management of the project through a fee for service arrangement on behalf of the Queensland Government.
